ARES District 1
Serving Lake, Porter, LaPorte, Jasper, and Newton Counties. 

Indiana Amateur Radio Emergency Service District 1's (ARES D1) structure is designed for collaboration, efficiency and effectiveness, without being encumbered by elected positions that result in "power grabs," "politics," and favoritism.

ARES D1’s organizational structure and key leadership duties:

 

• District Emergency Coordinator (DEC) - Coordinate and support a viable ARES emergency communications (Emcomm) and public service/event capability to serve eligible agencies and organizations, District-wide. Appoint and work with ARES Emergency Coordinators in each of the five D1 counties (Lake, Porter, La Porte, Newton, and Jasper) and the Indiana Section Emergency Coordinator, as well as adjoining DECs, and other emergency communications capable organizations in the area, in support of the public. Serve as the ARES Emergency Coordinator for counties without an appointed ARES Emergency Coordinator.

 

• Assistant District Emergency Coordinators (ADEC) - Oversee and coordinate one or more operational and/or administrative functional areas to support a viable District-wide ARES Emcomm and public service/event capability to serve eligible agencies and organizations within the boundaries of one of the D1 counties.

 

• Emergency Coordinators (EC) - Coordinate and support a viable ARES Emcomm and public service/event capability to serve eligible agencies and organizations within the boundaries of one of the D1 counties. Appoint and work with ARES Assistant Emergency Coordinators within the county’s jurisdiction, and with other ECs in D1 and adjoining non-D1 counties, as appropriate, as well as other emergency communications capable organizations in the area, in support of the public.

 

• Assistant Emergency Coordinators (AEC) - Oversee and coordinate one or more operational and/or administrative functional areas to support a viable ARES Emcomm and public service/event capability to serve eligible agencies and organizations within the boundaries of one of the D1 counties.

 

• Official Emergency Station (OES) - To carry out specific Net, field deployment and/or interoperability functions and assignments designated by the EC or DEC and approved by the Section Emergency Coordinator (SEC).

• Incident Support Group Supervisor and/or Communications Unit Leader - To coordinate and oversee ARES D1's incident support efforts and liaison with the incident's Unified Command Group, Public Information Officer and other members of the Command and General Staff, as appropriate, during deployments.

• Incident Support Planning Unit Leader - To oversee the planning support for Search Areas; Emergency/Disaster Task Assignments, and Communications; Ensure proper Incident Documentation occurs, including Resource Accountability and Incident/Communications Logs, Imagery, etc. during deployments.

• Incident Support Information and Intelligence Unit Leader - To oversee the gathering, vetting and authorized dissemination of unclassified information, intelligence gleaned from communications, telemetry, resources tracking and other efforts consistent with ARES D1's mission during deployments.

• Incident Support Logistics Unit Leader - To coordinate the availability of the necessary supplies, equipment, personnel, facilities, medical, communications, transportation, and when appropriate, food services during deployments.

• Incident Support Liaison Officer - To conduct liaison with the incident's Logistics Section Chief, other cooperating organizations and other members of the Command and General Staff, as appropriate and when specifically directed/authorized to do so by the ARES D1 Incident Group Supervisor, during deployments.

• Incident Support Staging Area Manager - Establish and maintain Staging Area(s) necessary to ensure the proper reception, staging, accountability, onward movement & mission task integration of ARES D1 and Mutual Aid personnel, Emergent Volunteers, and when directed/requested, other incident personnel during deployments.

• Incident Support Emergent Volunteer Team Leaders - Lead and coordinate a team of emergent volunteers to conduct low-risk tasks as directed by the appropriate incident support personnel during deployments.
